Rural development in Indonesia is crucial for enhancing the quality of life in village communities. However, many villages remain underdeveloped, facing inadequate basic infrastructure, limited access to healthcare and education, and significant economic disparities compared to urban areas. This study aims to address these issues by designing a framework for implementing drone technology in Indonesian villages, utilizing UAV (Unmanned Aerial Vehicle) technology to assist in improving rural development. The research employs a comprehensive literature review as the primary method, which was selected after considering both literature review and questionnaire methods. The criteria and indicators for the framework were identified through this literature review and categorized into two main categories: Needs and Readiness. The framework was assessed through case studies of selected villages. The findings indicate significant variations in the readiness levels of different villages to adopt drone technology. These results are visualized in quadrants, categorizing villages based on their needs and readiness levels. The analysis shows that the proposed framework is effective in differentiating the conditions of each village, providing a structured approach to assess and enhance the potential for drone technology implementation in rural development. This framework can guide the government and other stakeholders in planning and executing more effective and efficient rural development programs with the aid of drone technology. Future research should focus on validating and refining this framework through extensive field assessments and comprehensive data collection.
