In response to the economic crisis that has led to increase in level of open unemployment, increase in level of absolute poverty, and decline in infrastructure services, the government revived Labor-intensive programs. In the past, it has been found out that any Labor-intensive programs showed low quality achievement. Labor-based is considered as an alternative method to improve the quality of existing program . This research focused on developing the quality assurance process of Labor-intensive programs sector human settlement in Indonesia refer to Labor-based from ILO / World Bank. This research aims at recommending Labor-based as a best practice guidelines that can be used by government, consultant and NGO's to search appropriate methods with local condition. Data was collected by Questionaire from both program level on head office and project level on site.
