The methodology chosen for this research is benchmarking and interviews. Benchmark policy is taken from a policy owned energy company in Indonesia. The policy has been applied for more than five years and has established successfully by the company's internal. The process of benchmarking is to compare the general content of the ESP with the energy company owned and supported by several theories, namely: the theory of 4-Rs Workforce Engagement, Maslow's hierarchy of needs theory, theory training and education differences, and the theory of negative & positive motivation.
