Resource limitation presents a significant barrier for small and medium-sized enterprises (SMEs), particularly within Indonesia’s design-focused creative industry sub-sectors comprising architecture, product design, interior design, and graphic design. These SMEs struggle to effectively navigate digital economy due to challenges such as insufficient information access, lack of affordable digital infrastructure in order to navigate business performance amidst resource constraints. The study develops and tests a conceptual model integrating Resource Orchestration Theory and the Creative Value Chain (CVC) framework, positing that a firm's ability to structure, bundle, and leverage resources across the stages of creation, production, distribution, promotion, and consumption is critical for improved business performance that is critically mediated by digital capability (DC). Employing a mixed-method approach, that initially develops the research qualitatively using semi-structured interview and thematic analysis, continued by quantitative methodology, survey data gathered from qualitative were analyzed using Structural Equation Modeling (SEM). The findings provide empirical support for the model, by specifying orchestration resources that are most impactful at different points in the CVC stages.
