This study examines the strategic feasibility of establishing a commercial food irradiation
facility in Indonesia as a solution to the country's food loss and waste (FLW) crisis, which
reaches 115–184 kg per capita per year and results in economic losses of Rp200–551 trillion
annually. By leveraging ionizing radiation technology — specifically Cobalt-60 gamma
irradiation and electron beam (EB) processing — a food irradiation facility has the potential
to suppress microbial contamination, extend product shelf life, and meet international
Sanitary and Phytosanitary (SPS) requirements without diminishing the nutritional value of
food. Beyond domestic food security, such a facility is also important for strengthening
Indonesia's export competitiveness amid mounting non-tariff barriers imposed by major
markets such as the United States, the European Union, and Japan.
This study employs a mixed-methods approach that combines qualitative literature review
with interviews of key stakeholders. The analysis is conducted using the Business Model
Canvas framework to map the nine building blocks of the business, together with Porter's
Five Forces framework to assess the industry's competitive landscape. The study uses
BRIN's Iradiator Gamma Merah Putih (IGMP) as a benchmark for comparison. This study
is expected to produce a recommended strategic business model, feasibility criteria for
facility establishment, and applicable policy recommendations to accelerate the development
of food irradiation infrastructure in Indonesia, while also serving as an initial reference for
investors, facility operators, regulators, and academics in this field.
