Indonesian government made a regulation that requires all government-procured vaccine product only supplied by BFM as the only state-owned company. BFM also exports their vaccine products to 130 countries and cooperate with NGOs to fulfill vaccine demands for middle and low-income countries. However, there was a constant decline on BFM Return on Investment (ROI) and Operating Income Ratio during 2013 until 2016. The number of ROI is constantly declining from 21% in 2013 and down to 19% in 2014, then 12% in 2015. Last, in 2016 it only resulted for 8%. As well as the Operating Income Ratio in 2013 was 42% and drop to 38% in 2014 and 29% in 2015, then it continued decline to 22% in 2016. From this situation, researcher wanted to find out and evaluate the relationship of business strategy dimensions, human capital drivers and business unit KPI. The purpose of this research is to identify the role of Business Strategy Dimensions to Organizational Performance, identify the role of Human Capital Drivers to Organizational Performance and the last is to identify which variable that act as the major contributor to Organizational Performance in BFM. As a result, improvement initiatives can be given for the company as a managerial implication. In this research, 287 employees had been chosen as respondent through probability sampling method, which is random sampling method and were asked through questionnaire with 42 questions by using 5-point Likert Scale, and used Structural Equation Method (SEM) to process questionnaire data. From the research, some results revealed that based on path analysis, there was a positive correlation between Business Strategy Dimensions (0.320) or 23,58% to Business Unit KPI and also positive correlation between Human Capital Drivers (0.483) or 36.66% to Business Unit KPI. The other result was, based on Gap and Matrix analysis all indicators of Business Strategy Dimensions and Human Capital Drivers were in urgent quadrant.
