The existing problem with low performance of heat rate of Coal Power Plant of PT Puncak Jaya Power within three consecutive years has shown the trending down conditions need an enhancement to maintain at positive value of the heat rate performance in day-to-day operation. The calculated financial loses on inefficient operational of Coal Power Plant stations had become an issue and challenge to turn the condition around to an optimum operation level. The problems identified using Fishbone diagram and the analysis with the Kepner Tregoe method with the four basic thinking pattern: Situational Appraisal, Problem Analysis, Decision analysis, and Potential Problem Analysis aim to find the solutions and provide the useful recommendations to management team in improving the coal power plant heat rate performance. The proposed solution then challenges to the success implementation with specific strategy, measurable, realistic, attainable, and timely manner. Permasalahan rendahnya kinerja tingkat panas pembangkit listrik tenaga uap milik PT Puncakjaya Power dengan tiga tahun operasi yang menunjukkan kecenderungan menurunnya kondisi yang membutuhkan upaya peningkatan kepada nilai positif kinerja tingkat panas operasional harian. Perhitungan kerugian biaya pada operasional stasiun pembangkit yang tidak efisien telah menjadi isu dan tantangan untuk membalikkan keadaan ke tingkat operasional yang optimal. Identifikasi persoalan yang ada menggunakan Diagram Fishbone dan menganalisis masalah menggunakan metode Kepner Tregoe dengan empat dasar pola pemikiran: penilaian situasional, analisis persoalan, alanisis keputusan, dan analisis potensi masalah dimaksudkan untuk menemukan solusi dan menyiapkan rekomendasi yang bermanfaat kepada manajemen dalam upaya meningkatkan kinerja tingkat panas pembangkit listrik tenaga batubara. Proposal solusi kemudian ditantang untuk mensukseskan implementasi dari target yang spesifik, terukur, realistis, dapat dicapai, dan tenggat waktu.
