This Final Project describes a methodical investigation of the causes of these delays, with a specific emphasis on the interaction between employee skills, involvement, and communication with stakeholders during the commissioning phase. This research is conducted within the framework of TNT's project management consultancy for MS, with the main aim of uncovering practical insights to successfully address the underlying reasons behind these delays. The research employed a qualitative research approach and conducted semi-structured interviews of key stakeholders, such as project managers and commissioning agents. The interviews were subjected to a comprehensive thematic analysis to discover recurring patterns and themes. This process ensured that the resulting strategies were based on the detailed and complex facts of the project environment. The theme analysis was substantiated by a comprehensive scrutiny of secondary data sources, including the PMBOK 6th Edition and pertinent scholarly publications, in order to provide a robust theoretical basis for the research. The thematic analysis uncovered fundamental concerns including insufficient technical proficiency, subpar project management methods, and cultural communication obstacles. By combining these discoveries, the study provides practical remedies aimed at improving the skill level of project staff, strengthening involvement, and refining communication methods. The analysis indicates that these enhancements are essential for aligning with Indonesia's digital growth path and achieving project success. Keywords: Employee Competencies, Stakeholder Engagement, Project Management, Data Center, Commissioning Processes, Qualitative Research. ii ABSTRAK MENINGKATKAN KOMPETENSI DAN KETERLIBATAN KARYAWAN UNTUK MENGATASI KETERLAMBATAN PROYEK DATA CENTER Oleh Opyan Freddy Nainggolan Student ID: 29322098 (Program Studi Magister Administrasi Bisnis) Di tengah pesatnya pertumbuhan ekonomi digital di Indonesia, pembangunan Ballard Data Center 9,6 MW di Jawa Barat mengalami keterlambatan yang cukup signifikan dalam penyelesaian proyek. Tugas Akhir menjelaskan investigasi metodis mengenai penyebab keterlambatan ini, dengan penekanan khusus pada interaksi antara keterampilan karyawan, keterlibatan, dan komunikasi dengan para pemangku kepentingan selama fase komisioning. Penelitian dilakukan dalam kerangka kerja konsultasi manajemen proyek TNT untuk MS proyek, dengan tujuan utama untuk mengungkap wawasan praktis agar berhasil mengatasi alasan-alasan yang mendasari di balik penundaan. Penelitian menggunakan pendekatan kualitatif dan melakukan wawancara semi-terstruktur dengan para pemangku kepentingan utama, seperti manajer proyek dan agen pelaksana komisioning. Wawancara tersebut dilakukan dengan analisis tematik yang komprehensif untuk menemukan pola dan tema yang berulang. Proses ini memastikan bahwa strategi yang dihasilkan didasarkan pada fakta-fakta yang rinci dan kompleks dari lingkungan proyek. Analisis tema didukung oleh pemeriksaan menyeluruh terhadap sumber data sekunder, seperti PMBOK Edisi ke-6 dan publikasi akademis yang relevan, untuk membangun landasan teori yang kuat untuk penelitian ini. Analisis tematik menemukan masalah mendasar termasuk kecakapan teknis yang tidak memadai, metode manajemen proyek di bawah standar, dan hambatan komunikasi budaya. Dengan menggabungkan penemuan-penemuan ini, penelitian ini memberikan solusi praktis yang bertujuan untuk meningkatkan tingkat keterampilan staf proyek, memperkuat keterlibatan, dan menyempurnakan metode komunikasi.
