: Kebutuhan pupuk urea baik yang subsidi maupun non-subsidi meningkat setiap tahunnya. Berdasarkan data Kementrian Pertanian tahun 2016 kebutuhan pupuk urea subsidi tahun 2015 sekitar 9,2 juta ton atau meningkat 6,35% dibanding tahun 2014. Peningkatan kebutuhan ini memberikan konsekuensi terhadap meningkatnya produksi amonia sebagai bahan baku urea. Pabrik ammonia dan urea memiliki potensi bahaya yang tinggi pada umumnya berupa kebakaran, ledakan, bocoran material B3, dan kebisingan diatas NAB. Pabrik ammonia dan urea memiliki beberapa peralatan kritis. Ammonia converter dan reaktor urea merupakan salah satu alat kritis di pabrik amonia dan urea. Analisis identifikasi bahaya dalam penelitian ini menggunakan metoda FTA, sedangkan analisis risiko ledakan/kebakaran menggunakan metode DFEI, dan pola sebaran gas yang terlepas ke lingkungan jika terjadi ledakan/kebakaran menggunakan software ALOHA dan MARPLOT. Berdasarkan hasil FTA, penyebab dasar terjadinya ledakan/kebakaran pada ammonia converter dan reaktor urea adalah faktor berkaitan dengan proses, kesalahan penerapan prosedur, dan human error. Adapun berdasarkan analisis DFEI index ledakan di ammonia converter adalah 266,41 (kategori severe) dengan radius ledakan 223,78 ft (68,21,m), serta nilai kerugian sebesar US$ 10.983.206,12. Sedangkan, reaktor urea memiliki index ledakan sebesar 54,50 (kategori light), dengan radius ledakan 45,78 ft (13,95 m), serta nilai potensi kerugiannya sebesar US$ 2.548.059,12. Adapun output software ALOHA sebagai dasar untuk menentukan lokasi assembly point. Perancangan sistem tanggap darurat dapat disusun berdasarkan hasil analisis identifikasi bahaya dan risiko

Deskripsi Alternatif :

The need for both subsidized and non-subsidized urea fertilizers has increased every year. For example, based on data from the Ministry of Agriculture in 2016, the need of subsidized urea fertilizer in 2015 is around 9.2 million tons or increased of 6.35% compared to 2014. This increasing has a consequence for the increased production of ammonia as a urea feedstock. Ammonia and urea plants have a high potential hazards are generally in the form of fire, explosion, leakage of B3 material, and noise above NAB. Ammonia and urea plants have several critical equipments. Ammonia converters and urea reactors are one of the critical equipments in ammonia and urea plants. The hazard identification analysis in this study used the FTA method, while the explosion/fire risk analysis using the DFEI method, and the gas spreading pattern released to the environment by the explosion/fire using ALOHA and MARPLOT software. Based on the results of FTA, the basic causes of explosion/fire in ammonia converter and urea reactor are factors related to process, procedural error, and human error. Based on DFEI analysis the explosion index in ammonia converter is 266,41 (severe category) with blast radius 223,78 ft (68,21, m), and loss value equal to US$ 10,983,206,12. Meanwhile, the urea reactor has an explosive index of 54.50 (light category), with a blast radius of 45.78 ft (13.95 m), as well as a potential loss value of US$ 2,548,059.12. The output of ALOHA software shows the pattern of gas dispersion that can be used for determining locations of assembly points. The design of emergency response systems can be prepared on the basis of hazard identification and risk analysis.
