PT Telkom Indonesia (Persero) Tbk adalah Badan Usaha Milik Negara yang bergerak di bidang jasa dan



jaringan telekomunikasi terpadu di Indonesia. Sebagai Perseroan Terbatas dan sebagai BUMN, Telkom



dikenai 2 tanggung jawab sosial, yaitu CSR dan PKBL. Peraturan perundang-undangan CSR tidak secara



khusus mengatur praktik CSR di lapangan, sehingga Telkom melaksanakan kewajiban CSR-nya melalui CSR



PR berdasarkan pada triple bottom line. Sementara itu, peraturan PKBL mengatur 2 jenis program yang harus



diimplementasikan Telkom sebagai BUMN, sehingga Telkom melaksanakan Program Kemitraan dan



Program Bina Lingkungan sebagai jenis program PKBL. Melalui Program Kemitraan, Telkom menyalurkan



pinjaman bergulir kepada UKM dengan jasa administrasi pinjaman sebesar 6% per tahun selama 2 tahun.



Melalui Program Bina Lingkungan, Telkom menyalurkan bantuan (hibah) berupa bantuan korban bencana



alam; bantuan pendidikan dan/atau pelatihan; bantuan peningkatan kesehatan; bantuan pengembangan



prasarana dan/atau fasilitas umum; bantuan sarana ibadah; bantuan pelestarian; bantuan sosial



kemasyarakatan dalam rangka pengentasan kemiskinan; serta bantuan pendidikan, pelatihan, pemagangan,



pemasaran, promosi, dan bentuk bantuan lain yang terkait dengan upaya peningkatan kapasitas mitra binaan



Program Kemitraan.



Penelitian ini bertujuan untuk membantu Telkom melaksanakan tanggung jawab sosial yang senantiasa sesuai



dengan konsep dasar tanggung jawab sosial dan sesuai dengan peraturan perundang-undangan. Telkom



menyadari bahwa keberlanjutan bisnisnya bergantung pada seberapa baik Telkom dapat memberi dampak



positif bagi pemangku kepentingan. Dalam penelitian ini, peneliti melakukan evaluasi terhadap pelaksanaan



tanggung jawab sosial Telkom berdasarkan teori CSR dan PKBL untuk mengetahui apakah pelaksanaan



tanggung jawab sosial oleh Telkom sesuai dengan konsep dasar tanggung jawab sosial atau tidak. Peneliti



juga melakukan evaluasi terhadap pelaksanaan tanggung jawab sosial Telkom berdasarkan peraturan



perundang-undangan CSR dan PKBL untuk mengetahui apakah pelaksanaan tanggung jawab sosial oleh



Telkom sesuai dengan peraturan perundang-undangan atau tidak.



Dari hasil analisis, ditemukan bahwa pelaksanaan tanggung jawab sosial pada Telkom sesuai dengan konsep



dasar tanggung jawab sosial, kecuali Program Kemitraan. Pelaksanaan tanggung jawab sosial oleh Telkom



juga sesuai dengan peraturan perundang-undangan. Terkait dengan Program Kemitraan yang tidak sesuai



dengan konsep dasar tanggung jawab sosial, Telkom tetap harus melaksanakan Program Kemitraan sebagai



salah satu program pada tanggung jawab sosial Telkom. Ketaatan Telkom terhadap undang-undang harus



terus dijaga.



Namun, ada sebuah peluang yang dapat dimanfaatkan Telkom untuk melaksanakan kegiatan tanggung jawab



sosial yang benar-benar sesuai dengan komitmen utama Telkom dalam menjalankan tanggung jawab sosial



tanpa melanggar peraturan perundang-undangan. Peraturan perundang-undangan CSR tidak secara khusus



mengatur praktik CSR di Indonesia, sehingga Telkom melalui CSR PR dapat melaksanakan kegiatan



tanggung jawab sosial yang berkaitan dengan pengembangan masyarakat sebagai bentuk pemanfaatan



peluang dan sebagai upaya untuk memenuhi komitmen utama Telkom dalam melaksanakan tanggung jawab



sosial yaitu mengembangkan kualitas hidup dan memberdayakan masyarakat secara berkelanjutan.

Deskripsi Alternatif :

PT Telkom Indonesia (Persero) Tbk is a State-Owned Enterprise engaged in services and integrated



telecommunication network in Indonesia. As a Limited Liability Company and as a SOE, Telkom is subject to



2 social responsibilities, which is CSR and PCDP. CSR legislation does not specifically regulate the practice



of CSR, so that Telkom implements its CSR obligations through CSR PR based on the triple bottom line.



Meanwhile, the PCDP regulations regulate 2 types of programs that Telkom must implement as a SOE, so



that Telkom implemented Partnership Program and Community Development Program as types of PCDP



programs. Through the Partnership Program, Telkom distributed revolving loan to SMEs with a loan



administration service at 6% per annum for 2 years. Through the Community Development Program, Telkom



distributed assistance (grants) in the form of assistance for victims of natural disasters; education and/or



training assistance; health improvement assistance; assistance for the development of infrastructure and/or



public facilities; religious facilities assistance; conservation assistance; social assistance in the context of



poverty alleviation; as well as assistance of education, training, apprenticeship, marketing, promotions, and



other forms of assistance related to increased fostered partners capacity of Partnership Program.



This research aims to help Telkom to carry out social responsibility that is always in accordance with the



basic concept of social responsibility and comply with legislation. Telkom realizes that business sustainability



depends on how well Telkom can have positive impacts on the stakeholders. In this research, the researcher



conducted evaluation of the implementation of Telkom social responsibility based on theories of CSR and



PCDP to determine whether the implementation of social responsibility by Telkom is in accordance with the



basic concept of social responsibility or not. The researcher also conducted evaluation of the implementation



of Telkom social responsibility based on legislation of CSR and PCDP to determine whether the



implementation of social responsibility by Telkom comply with legislation or not.



From the analysis result, it was found that the implementation of social responsibility in Telkom is in



accordance with the basic concept of social responsibility, except Partnership Program. Implementation of



social responsibility by Telkom also comply with legislation. Related to Partnership Program which is not in



accordance with the basic concept of social responsibility, Telkom still have to implement Partnership



Program as one of the programs on Telkom social responsibility. Telkom's observance to legislation must be



maintained.



However, there is an opportunity that Telkom can use to carry out social responsibility activities that are truly



in line with the main commitment of Telkom in carrying out the social responsibility without violating



legislation. CSR legislation does not specifically regulate the practice of CSR in Indonesia, so that Telkom



through CSR PR can carry out social responsibility activities related to community development as a form of



utilization of the opportunity and as an effort to fulfill Telkom's main commitment in carrying out social



responsibility that is to develop quality of life and empower society in a sustainable way.
