Pengukuran satuan timbulan sampah yang dikenal yaitu dengan menggunakan satuan berat dan satuan volume. Penggunaan satuan volume di negara industri sudah ditinggalkan dan umumnya digunakan satuan berat, namun di negara berkembang seperti Indonesia masih sering digunakan karena alasan kemudahan dalam pengukuran dan biaya yang dibutuhkan rendah. Dalam penggunaan satuan volume diperlukan kehati-hatian dan kepastian nilai densitas yang harus disertakan. Pada nilai berat sampah yang sama, nilai volumenya dapat berbeda pada saat diukur. Pengukuran dilakukan dengan metode SNI, di wadah sampah, di gerobak, di TPS dan di TPA. PD Kebersihan melakukan perhitungan persen pelayanan berdasarkan volume sampah terangkut dari sumber ke TPA. Padahal sebelum perjalanan dari sumber ke TPA, sampah dikumpulkan dulu per-wilayah di TPS. Di TPS tersebut sering terjadi aktivitas pemadatan dan daur ulang di TPS. Aktivitas tersebut tentunya mempengaruhi persen pelayanan karena dapat menurunkan nilai volume sampah. Kemudian penurunan nilai volume sampah menaikkan nilai persen pelayanan sampah oleh PD Kebersihan. Dari hasil perhitungan didapat persen pelayanan sebesar 75persen dan hasil tersebut meningkat dari nilai persentase sebelumnya yang hanya sebesar 60,1persen. Dalam pengolahan sampah dilakukan pemanfaatan potensi energi yang dihasilkan dari pembakaran sampah atau yang dikenal dengan teknologi Waste to Energy (WtE). Kandungan nilai energi yang dihasilkan oleh sampah dipengaruhi oleh kadar air dan kandungan nilai kalor sampah, adapun nilai kalor yang didapat adalah 1.681,21 kalori/gram dengan nilai kadar air 35,06persen.

Determination of waste generation is using unit of mass and unit of volume. The use of unit of volume in developed country is abandoned and replaced by the unit of mass, however in developing country, for instance Indonesia, the unit of volume is still used because of its easy measurement and lower cost. Determination of the waste using the unit of volume, it needs carefulness and assurance of density factor used by the volume determination so that volume of waste is valid to use. For refuse sample, though of weight, a different value of volume can be measured by SNI method, in trash can, in hand cart, in transfer station and in disposal site. The calculation of service percentage provided by PD Kebersihan is done according to the waste volume transported from the source to the disposal site. However the actual condition is that the waste, en route to the disposal site, is collected first at transfer station. At transfer station, the volume reduction occurs through recycling and compaction, that is shall affect the service percentage of PD Kebersihan, the service percentage counted is 83 percent and it is increasing from 60 percent. The waste treatment effort, utilized the energy potential earned from the burning of waste, known as Waste-to-Energy (WtE). Energy content produced by waste depends on waste moisture content and principally the calorific value of the waste, therefore, the calorific value gained is 1.681,21 calory/gram with sampled moisture content 35,06percent.
