Abstract:

In order to empower widely available PSTN infrastructure in Indonesia, a new videophone system with low bit-rate feature is proposed in this paper. Proposed videophone system can produce very low constant bit-rate that is suitable for narrow bandwidth channel or wireless network. The videophone system is optimized for high quality reconstructed images, low encoder-decoder delay and small number of skipped frames. The high system performance is achieved by introducing a new rate-control mechanicsm and encoding scheme optimizing. The system is realized using Visual C++ that works on Windows OS. The experimental results show that the system can perform high quality real-time videophone communication between Indonesia-Japan, Japan-China, Japan-Netherlands that fulfill design specification..
