Kebijakan transportasi makro DKI Jakarta, dan kebijakan pemerintah kotamadya Jakarta Pusat yang telah mengarahkan Dukuh Atas sebagai sebuah kawasan transit intermoda. Namun, bagian-bagian kawasan yang terpecah-pecah memungkinkan pengembangan tergelincir kepada sebuah disintegrasi yang menyulitkan aktifitas transit. Banyak kasus pengembangan kawasan transit pun gagal memanfaatkan seluruh potensi yang ditawarkan kegiatan transit. Oleh karena itu, maksud dari tesis ini adalah memecahkan permasalahan-permasalahan tersebut dengan menciptakan dan merekayasa sinergi antara pengembangan dan kegiatan transit dalam desain Transit Oriented Development (TOD) Dukuh Atas Perancangan dilakukan dengan pendekatan sirkulasi pejalan kaki dan transportasi.


Dari sudut pandang sirkulasi pejalan kaki, taksonomi kawasan dirancang untuk mengoptimalkan pencapaian dalam sebuah transit intermoda. Jalur pejalan kaki juga dirancang untuk mengoptimalkan keaktifan kawasan dan memudahkan pengguna untuk mencapai titik transit. Dengan demikian lebar efisien jalur pejalan kaki dan jenis elemen sirkulasi direkayasa untuk memudahkan pencapaian menuju titik transit dalam waktu 5 menit dan mengaktifkan area komersial. Dari sudut pandang transportasi, intensitas kawasan direkayasa untuk mencapai tingkat pelayanan jalan dan volume pengembangan yang optimal.


Perancangan TOD Dukuh Atas bermaksud menciptakan kawasan transit yang terintegrasi sekaligus mengusung identitas DKI Jakarta. Secara spesifik desain menekankan perencanaan taksonomi intermoda, lebar jalur pejalan kaki yang proporsional dan kegiatan yang mendukung penciptaan identitas Jakarta. Tesis ini berkesimpulan bahwa perencanaan elemen sirkulasi dan kegiatan-kegiatan yang tepat dapat menjadi alternatif dalam memunculkan sinergi antara pengembangan dan transit.

Deskripsi Alternatif :

DKI Jakarta macro transportation policy and Central Jakarta Local Government policy have planned to develop Dukuh Atas as a transit intermode district. However, dispersed parcels and location of transit potentially lead its development to a disintegration that makes transit become more difficult. Many cases of development of districts around transit also failed to grab the whole benefit that is promoted by transit. Based on the understanding of those problems, this thesis was conducted to provide an alternative in solving those problems by creating and exploiting synergies between the development and the activity of transit in the design of Dukuh Atas Transit Oriented Development (TOD).


The design was approached by the point of view of transportation and pedestrian circulation. In the point of view of pedestrian circulation, taxonomy of district and pedestrian ways were designed to optimize accessibility in transit intermode. Thus, pedestrian way width and other circulation elements were modified to allow pedestrian to access transit stop within 5 minutes. This promotes a more vibrant atmosphere in the commercial area. In the point of view of transportation,


building intensity around district was modified to optimize level of service of the street and to achieve the optimum of development.


The design of Dukuh Atas TOD was intended to create a transit district that also promotes the identity of DKI Jakarta. The design specifically emphasizes the proportional pedestrian way width and its types of taxonomy in its relation to the functions that contribute identity of the Jakarta. Therefore, the result of this thesis concludes that a careful planning in the aspect of circulation can conduct a synergy between development and transit in Dukuh Atas. This synergy will be significant depends on the share trips between personal automobile, and public transportation.
