PT Telekomunikasi Indonesia, Tbk. adalah penyedia layanan telekomunikasi dan jaringan terbesar di Indonesia dengan portfolio bisnis barunya Telekomunikasi, Informasi, Media dan Edutainment (TIME). Pada proses bisnis Telkom, fungsi supply management sangat berkontribusi pada penciptaan nilai bisnis, terutama dalam menentukan supplier yang berkualitas serta mewujudkan visinya menjadi supply manajemen kelas dunia.




Isu bisnis yang dihadapi terkait proses supply management adalah Sub‐Direktorat Supply Planning and Control (SPC), sebagai pelaksana fungsi strategis, masih kesulitan dalam mengetahui area‐area yang membutuhkan upaya perbaikan/ peningkatan, dan dalam menyusun rencana pengembangan perusahaan. Berdasarkan analisis model strategis supply management, diketahui salah satu penyebabnya adalah belum adanya SMK yang mengukur proses supply management secara memadai. Oleh karena itu, pada tugas akhir ini dirancang sebuah SMK baru bernama Sistem Kinerja Supply Management (SKSM) yang mengukur kinerja proses supply management.




SKSM merupakan perpaduan antara dua model pengukuran kinerja yaitu Balance Scorecard (BSC) dan SCOR. SKSM menggunakan 4 perspektif BSC, yaitu financial, customer/ user, internal business process, dan learning & growth yang dilengkapi dengan tujuan strategis untuk setiap perspektifnya. Dan total variable kinerja untuk keempat perspektif tersebut berjumlah 38 variabel, yaitu 13 variabel financial, 3 variabel user, 14 variabel internal business process, dan 8 variabel learning and growth. Variabel kinerja tersebut ditetapkan mengikuti model SCOR yang disesuaikan dengan model strategis supply management Telkom. Masing‐masing variable disertai dengan indikator pengukuran, cara perhitungan, dan data yang dibutuhkan. Hasil pengukuran kinerja ditampilkan dalam usulan tampilan. Keseluruhan model pengukuran tersebut dapat diimplementasikan dalam kurun waktu satu tahun sebagaimana yang telah dilaksanakan Telkom, dengan masa evaluasi per triwulan pada setiap periodenya.




Selanjutnya, agar model pengukuran kinerja yang baru dapat diimplementasikan dengan baik dan mencapai proses perbaikan berkelanjutan serta perubahan fundamental yang diharapkan, maka proses pengukuran‐evaluasi‐diagnosis‐tindak lanjut untuk setiap variabel hendaknya dilakukan secara terus menerus. Selain itu, aspek SMK saat ini, sistem pelaporan dan kebutuhan sumber daya, sosialisasi dan pelatihan, serta dashboard, juga perlu diperhatikan pada saat implementasi SKSM. Sehingga ketidaksesuaian baik pada hasil atau model ukuraan kinerja dapat terdeteksi dengan cepat.

Deskripsi Alternatif :

PT Telekomunikasi Indonesia, Tbk. is a telecommunications service provider and the largest network in Indonesia with its new business portfolio of Telecommunication, Information, Media and Edutainment (TIME). In Telkomʹs business processes, supply management contributes to the creation of business value, particularly in determining quality suppliers as well as its vision of a world‐class supply management.




Related to business issues facing supply management process is the Sub‐Directorate of Supply Planning and Control (SPC), as the executor of a strategic function, is still difficult to find areas that need improvement / upgrading, and the companyʹs development plan. Based on strategic supply management model analysis, known to one of the causes is the absence of that measure vocational adequately supply management process. Therefore, this final project designed a new performance measurement system called Supply Management Performance System (SMPS), which measures the performance of supply management process.




SMPS is a combination between two performance measurement frameworks; they are the Balanced Scorecard (BSC) and SCOR. SMPS uses 4 BSC perspectives, namely financial, customer/ user, internal business process, and learning & growth that come with the strategic objectives for each perspective. And the total performance for the fourth perspectives amount 38 variables, which are determined following the SCOR model, adjusted for the model of strategic supply management of Telkom. Each variable is accompanied by indicators of measurement, calculation, and data needed. The performance is completed by proposed display. The overall measurement model can be implemented within one year as has been done Telkom, with the evaluation period per quarter in each period.




Furthermore, for a new performance measurement model can be implemented well and achieve continuous process improvement and fundamental change is expected, then the process of measurement‐evaluation‐diagnosis‐follow‐up for each variable should be done continuously. In addition, the current vocational aspect, the reporting system and resource requirements, socialization and training, and dashboards, also need to be considered at the time of implementation SMPS. So, the limitation of performance result or variable can be detected as soon as possible.
