ABSTRAK:





Kegiatan pengembangan perumahan melibatkan banyak pelaku yang saling berhubungan dan membentuk suatu pola hubungan yang disebut sebagai rantai pasok pengembangan perumahan. Banyaknya pelaku yang terlibat dalam rantai pasok pengembangan perumahan khususnya pada tahap pelaksanaan konstruksi perumahan menuntut kontraktor untuk melakukan kontrol dan koordinasi terhadap berbagai pelaku yang menjadi pemasoknya untuk menghindari terjadinya permasalahan dan pemborosan yang berpotensi mengakibatkan terjadinya berbagai risiko yang akan berdampak pada menurunnya keuntungan kontraktor.





Penelitian ini bertujuan untuk mengidentifikasi pola umum rantai pasok pengembangan perumahan serta risiko risiko yang mungkin terjadi dalam rantai pasok pengembangan perumahan. Untuk mengidentifikasi pola umum rantai pasok pengembangan perumahan, dilakukan pengumpulan data pasokan barang dan jasa pada kegiatan pengembangan perumahan. Pengumpulan data dilakukan menggunakan kuisioner yang disampaikan kepada pengembang dan kontraktor perumahan. Sedangkan untuk mengidentifikasi risiko kontraktor, dilakukan pengumpulan data penyebab risiko yang berpotensi menyebabkan terjadinya risiko menurut penilaian kontraktor. Pengumpulan data dilakukan menggunakan kuisioner yang disampaikan kepada kontraktor perumahan.





Hasil identifikasi pola umum rantai pasok pengembangan perumahan menunjukkan adanya hubungan kontrak dan hubungan pasokan yang berlangsung secara hirarkis, mulai dari pemasok paling awal hingga konsumen paling akhir. Dalam rantai pasok pengembangan perumahan, kontraktor perumahan berpotensi mengalami terjadinya risiko yang berkaitan dengan rendahnya produktivitas, rendahnya kualitas hasil pekerjaan, serta meningkatnya pengeluaran biaya, yang dapat berdampak pada menurunnya keuntungan kontraktor perumahan.

ABSTRACT:





Residential development is consisting of a large number of parties who are related in a network and compose a supply chain of residential development. The involvement of parties in supply chain of residential development especially at construction phase is requires contractor controlling to avoid problems and waste. This problems and waste are potentially causes a risk that has an impact to reducing contractor profit.





These purposes of the research are to identify the generic configuration of supply chain in residential development and to identify the risks that can occur in supply chain of residential development that has an impact to reducing contractor profit. Identification of generic configuration of supply chain in residential development is conducted by a survey using questionnaires to developer and contractor. The result of this survey is the configuration of goods and service flow in residential development. While, identification the contractor risks is conducted by a survey using questionnaires to contractor. The result of this survey is the identification of source event of risks from the supply chain of residential development that has an impact to reducing contractor profit.





Identification of generic configuration of supply chain in residential development shows the contractual and supply systems that occur in hierarchical, through upstream to downstream linkages. The supply chain in residential development has a risk events that potentially causes risks to contractor and has and impact to reduce contractor profit. These risks are related to decreases of productivity, low of product quality, and rising of contractor expenses.
